Andreas Carney is a partner in our Information Technology and Commercial Contracts Group and a member of our Data Protection and Privacy Group.  His core practice areas comprise outsourcing and other material service arrangements, data protection and IT. He works closely with clients from a diverse spread of industry sectors.

Andreas has advised extensively on IT infrastructure projects, including software and systems development, systems implementation and integration, systems support and maintenance, hardware supply, cloud services and co-location and other data centre arrangements.  He also regularly works with clients in respect of their IT products and services, including social media, e-commerce and online consumer matters.

His data protection work is wide-ranging and includes strategic compliance advice, outsourced data processing arrangements, assisting clients in achieving privacy by design in new products and services, handling cross-border data flows, managing data security breaches, dealing with data subject access requests and representing clients on regulatory issues arising with the Irish Data Protection Commissioner.

Andreas has considerable experience in dealing with a variety of services arrangements on both the customer and vendor side, from full scale outsourcing to managed services arrangements to general service contracts.  He also regularly advises national and multinational vendors and purchasers in respect of their commercial arrangements for both products and services at every level of the supply chain, in particular agency, distribution and sales arrangements in B2B and B2C.

He regularly speaks and publishes on topics within his areas of expertise and is a committee member of the Ireland Group of the Society of Computers and Law.

  • Advised mobile network operators on competitive tender processes and agreements for the provision of entire business support IT systems and the provision and servicing of mobile telecommunications network
  • Advised mobile network operator on the re-negotiation of a network site sharing arrangement
  • Advised technology client in respect of its development and roll-out of an e-conveyancing system for Ireland
  • Advised banking client on a strategic long term multi-service outsourcing arrangement
  • Advised a government regulator in relation to the development, implementation, support and maintenance arrangements for a critical customer facing on-line registry portal
  • Advised Ireland’s largest telecommunications mast infrastructure provider on its arrangements with mobile network operators
  • Advised international bank on data protection issues relating to its proposed centrally hosted conflict management system, including compliance requirements for sensitive personal data, data transfer outside the EEA, proposed access rights and security
  • Advised prominent Irish retailer in relation to its proposed customer loyalty programme and in particular in respect of data protection issues relating to its app, online and in-store data collection and processing
  • Advised European bank on Irish data protection issues and risk management relating to transfer of loan book and outsourcing of administration of loan book
  • Advised multinational data centre provider on various strategic data centre service agreements with key customers
  • Advised prominent Irish retailer on privacy by design and e-commerce compliance regarding a proprietary online CRM system to be made available to SME
