Liam Quirke is the Partnership Chairman of Matheson. He is also the head of Matheson's London office and leads the firm's Brexit Advisory Group. Liam is also actively involved in the development of the firm’s US practice.
Prior to his appointment as Chairman of the firm in January 2016, Liam was the Managing Partner of Matheson for more than 12 years. Liam also founded and led the firm’s Tax practice for 12 years, guiding it from a standing start in 1991 to the point where it is acknowledged to be the pre-eminent legal tax practice in Ireland and is especially renowned for its international tax expertise. Liam also founded Matheson’s pre-eminent International Business practice. In this latter capacity, he was the driving force behind the establishment of the firm’s two offices in the US, in Silicon Valley in 1996 and in New York in 2003.
Liam is the only Irish member on the Council of New York University Law School’s International Tax programme. He is also a former chairman of the Irish Branch of the International Fiscal Association, a former council member of the Dublin Chamber of Commerce and served on the Irish Prime Minister’s Committee on International Banking and Treasury for many years. He is a regular speaker and writer on international tax matters and was the Irish correspondent for the International Tax Review for many years.
As a lawyer, Liam’s entire career has been focused on meeting the Irish legal needs of international companies and financial institutions doing business from Ireland with a particular emphasis on foreign direct investment, banking and financial services transactions, cross border business and transfer pricing controversies. He has advised on some of the most innovative and significant international transactions completed in Ireland. For example, he advised on the first non-mortgage securitisation transaction in Ireland, developing, in the process, the original framework for securitisations and repackaging transactions in Ireland which is now codified in Section 110 of the Taxes Consolidation Act, 1997. Liam also advised in relation to various ground-breaking transfer pricing cases in Ireland, including the first transfer pricing adjustment completed under Irish law, the first transfer pricing secondary adjustment completed under Irish law, the first advance pricing agreement completed under Irish law and the first multi-lateral transfer pricing adjustment completed under Irish law.
